• Prohibits health plan issuers, pharmacy benefit managers, and other administrators from preventing pharmacies from mailing or delivering drugs to patients as an ancillary service.

• Allows pharmacists to provide telehealth services except when dispensing dangerous drugs, unless authorized under new remote dispensing pharmacy regulations or state board rules.

• Authorizes pharmacists to administer injectable drugs by injection (including addiction treatment, antipsychotic, and HIV treatment drugs) when prescribed by a physician, subject to training requirements, protocols, and patient consent.

• Establishes new "remote dispensing pharmacy" framework allowing pharmacies to dispense drugs through telepharmacy systems with supervising pharmacies and pharmacists, subject to location restrictions, staffing requirements, video surveillance, and state board regulations.

• Permits seventeen-year-old pharmacy technician trainees to register if they possess a high school diploma or are enrolled in an approved career-technical school program.
