SCR 4 Summary

• Adopts a Legislative Code of Ethics for the 135th General Assembly, all members and employees of both chambers, employees of any legislative agency, and candidates for the 136th General Assembly

• Requires annual financial disclosure statements filed with the Office of the Legislative Inspector General, including sources of gifts over $75, travel expenses, meals over $100, and disclosure of licensed professions

• Prohibits members from voting on actively-advocated legislation in which they are employees, business associates, or hired contractors with substantial policy-making authority; violations subject to fines up to $1,000

• Restricts members and employees from accepting compensation for services rendered before the General Assembly, selling goods/services without competitive bidding, accepting gifts from legislative agents over $75, and conducting personal fundraising events

• Establishes Joint Legislative Ethics Committee complaint procedures including investigation by the Legislative Inspector General, confidential hearings, and authority to recommend reprimand, censure, expulsion, or refer violations to prosecuting authorities
