Commends Pierre Agostini, a professor at The Ohio State University, for receiving the 2023 Nobel Prize in Physics.

Recognizes Agostini's groundbreaking discovery developed with Ferenc Krausz of the Max Planck Institute of Quantum Optics in Germany and Ann L'Huillier of Lund University in Sweden for a new technique using short pulses of light to measure rapid electron processes and energy changes.

Acknowledges that these discoveries will enable future researchers to gather previously impossible information and enhance understanding of the fundamental building blocks of the universe.

Directs the Clerk of the Senate to transmit an authenticated copy of the resolution to Pierre Agostini.
