Requests that the President of the United States and U.S. Congress propose legislation or administrative rules prohibiting non-U.S. citizens from being counted in the 2030 census.

States that counting noncitizens would dilute the voting power of U.S. citizens and unfairly provide representation to those who are not citizens, as it would affect House of Representatives apportionment and Electoral College votes.

Calls for census forms to include a question regarding citizenship status to exclude non-U.S. citizens from the count.

Directs the Ohio Senate Clerk to transmit copies of the resolution to President Biden, Speaker of the House Mike Johnson, Senate Majority Leader Chuck Schumer, Ohio's congressional delegation, and Ohio news media.
