Enacts Section 3517.121 of the Revised Code to prohibit foreign nationals from making contributions, expenditures, independent expenditures, or electioneering communications in Ohio elections.

Defines "foreign national" to include non-U.S. citizens or nationals, foreign governments, foreign political parties, and foreign entities organized under or principally based in foreign countries.

Prohibits candidates, campaign committees, political parties, and ballot issue committees from knowingly soliciting, accepting, or receiving funds from foreign nationals for election-related purposes.

Establishes criminal penalties: first offense is a misdemeanor of the first degree with fines of three times the violation amount or $10,000 (whichever is greater); second offense is a felony of the fifth degree with the same fines; aiding violations is a misdemeanor of the first degree with a $1,000 fine.

Grants the Ohio Attorney General exclusive authority to investigate and prosecute violations, with investigations triggered by written requests from the governor, secretary of state, general assembly, or Ohio elections commission, or by complaints filed by state electors.
