Modifies the deadline for political parties to certify presidential and vice-presidential nominees from 90 days before the general election to 60 days before the election, or 3 days after the national convention closes, whichever is earlier.

Allows political parties whose national conventions will not convene in time to notify the Secretary of State by the 90th day before the election and then certify candidates by the 60th day or within 3 days after convention closes.

Permits political parties to transmit certifications and notices by multiple methods including hand delivery, mail, commercial carrier, facsimile, or electronic mail.

For the 2024 general election only, requires major political parties to certify presidential and vice-presidential candidates by the effective date of the act, with the same transmission methods allowed.

The amendments to section 3505.10 take effect January 1, 2025, while section 4 applies retroactively to the 2024 election to prevent candidates from being excluded from the ballot.
