Creates a temporary grant program administered by the Ohio Department of Development for 501(c)(3) nonprofit retailers that sell donated goods and provide job training/employment services to individuals with workplace disadvantages (disabilities, mental health issues, criminal history, veteran status, homelessness)

Grants equal up to 25% of state sales tax revenue collected on sales of donated goods from the preceding fiscal year, with a maximum award of $1 million per retailer per fiscal year

Appropriates $5 million from the General Revenue Fund for fiscal year 2026 and $5 million for fiscal year 2027 to fund the program

Requires grant recipients to use funds exclusively for job training and placement services, file annual reports by July 31 accounting for fund usage and individuals served, and includes provisions for recovery of misused funds

Director of Development must notify applicants of grant qualification within 30 days of receiving an application
