Appropriates $350,000 in fiscal year 2027 from the General Revenue Fund to establish the Law Student Encouragement Scholarship Pilot Program supporting underrepresented undergraduate students pursuing law school admission

Directs the Chancellor of Higher Education to distribute funds to the Ohio State Bar Association, which will select an initial cohort of 10-20 Ohio resident students from underrepresented groups enrolled full-time at state baccalaureate institutions

Provides each selected student $4,000 per academic year in scholarship funding, plus free LSAT test preparation materials, academic support, and exam registration

Requires the Ohio State Bar Association to organize events, programming, and one-on-one mentoring to familiarize students with law school and legal careers

Mandates a report to the Chancellor and legislative committees by January 30, 2028, detailing program outcomes, revenues, expenses, and use of state funds
