Creates a "platinum provider" program for Ohio technical centers and private training institutions that achieve at least 80% completion rates, allowing them to receive advance payments of up to 20% of their total reimbursement amount (capped at $100,000)

Establishes a separate "institutional platinum provider" program for state higher education institutions, requiring them to offer at least two in-person and one online training program, with a lower 50% completion threshold for subsequent advance payments

Requires platinum providers (except state institutions) to maintain a surety bond covering total advance payments received, with status revoked if completion rates fall below 80% or bond lapses

Mandates state higher education institutions apply annually to IMAP by December 31st and requires providers to refund a percentage of advance payments proportional to any shortfall below the completion rate threshold
