Imposes a mandatory additional fine of $200 on drivers who exceed the speed limit by 30 or more miles per hour, on top of existing penalties for the violation

Provides an indigency exception allowing offenders to avoid the additional $200 fine by filing an affidavit claiming inability to pay, subject to court determination

Amends Ohio Revised Code section 4511.21, which governs speed limits and speeding violations throughout the state
