Prohibits employers, businesses, health care providers, hospitals, health plan issuers, government agencies, and educational institutions from discriminating against individuals who refuse vaccines, drugs, biologics, facial coverings, gene editing technology, or medical tracking devices for reasons of conscience or religious convictions

Protected actions include refusing to hire, terminating employment, denying services (including medical care), denying access to commerce, segregating individuals, imposing financial penalties, or treating refusers differently than those who comply

Minors cannot be denied medical care, including organ transplantation, if their parent or guardian declines vaccination for conscience or religious reasons

Allows individuals to sue for injunctive relief or money damages, with successful plaintiffs awarded court costs, attorney's fees, and treble damages (three times actual damages) or $200, whichever is greater

Grants immunity from civil liability to covered entities for outbreaks of communicable diseases believed to be preventable by vaccines, except for foodborne illnesses
