Creates an alternative emissions compliance method allowing vehicle owners to submit a signed attestation form certifying their vehicle complies with emissions laws, instead of undergoing a physical E-Check inspection

Extends the new car exemption from E-Check testing from four years to six years, and creates a new seven-year exemption for hybrid motor vehicles

Requires the Director of Environmental Protection to issue alternative emissions certificates within 30 business days of receiving attestation forms by mail, or within 5 business days if submitted electronically

Attestation forms may be rejected if the vehicle was in an accident causing substantial structural damage within two years, if the owner received an emissions-related citation within two years, or if the form contains false information

No penalties apply for falsifying an attestation form other than receiving a notice letter and being required to complete a standard emissions inspection
