Requires all city, local, exempted village, and joint vocational school district boards of education to adopt a policy establishing a time and manner for daily recitation of the Pledge of Allegiance to the flag

Prohibits schools from requiring any person to participate in the recitation or infringing on constitutional rights, and prohibits altering the pledge's words from those set forth in 4 U.S.C. 4

Removes the previous discretionary provision that allowed school boards to choose whether or not to include the pledge in their school programs

Requires each district board to make its pledge policy publicly available and post it on the district's website if one exists

Encourages schools and teachers to develop and implement lessons related to the American flag and Pledge of Allegiance to promote citizenship skills
