Permits prescribers to issue prescriptions for any FDA-approved drug for off-label use with informed consent from the patient or their representative, requiring disclosure of diagnosis, drug information, risks/benefits, and any financial conflicts of interest

Requires pharmacists and hospitals to dispense prescribed drugs including for off-label use, with exceptions only for documented moral/ethical/religious objections or life-threatening allergies, contraindications, or drug interactions

Prohibits health licensing boards and state agencies from pursuing professional discipline, fines, or sanctions against prescribers, pharmacists, or facilities for prescribing or dispensing drugs under this act, except in cases of recklessness or gross negligence

Protects healthcare professionals' free speech rights to express opinions on drug safety, risks, benefits, or efficacy without regulatory retaliation, even when opinions differ from official positions of licensing boards or health authorities

Excludes from the act's provisions: controlled substances/opioids, drugs under FDA risk mitigation strategies, cross-sex hormones or puberty blockers used in violation of existing law, abortifacients for pregnant patients, and drugs used for euthanasia
