Amends Ohio Revised Code sections 3.02, 302.09, 305.02, 503.24, and 733.31 to modify vacancy procedures for local elected offices including county auditor, county treasurer, township fiscal officer, village clerk, and city officials

Requires that when a vacancy occurs in certain offices with terms expiring outside November-January and no election is held, the person already certified as elected to the next full term must be appointed to fill the remainder of the unexpired term

Mandates appointing authorities to notify the certified winner to provide their certificate of election, after which the authority must appoint that person to serve the unexpired term

If an interim appointee is not elected to the following full term, they serve only until the newly elected person is appointed and qualifies for the remainder of the unexpired term

Applies only to vacancies occurring on or after the effective date of the act
