Amends Ohio Revised Code sections 3709.29 and 5705.23 to change county commissioners' obligation from "shall" to "may" when submitting general health district levies to voters, making ballot placement discretionary rather than mandatory

Grants taxing authorities discretion to decline submitting library levy requests from boards of library trustees to voters, even after receiving a resolution requesting the levy

Applies to library levies for current expenses or construction of permanent improvements that exceed the ten-mill property tax limitation

Limits library levy elections to no more than two per calendar year under this section

Changes take effect for certifications and resolutions submitted on or after the act's effective date
