Expands Ohio's voluntary disability database from "communication disability" to any "disability" that can impair communication, including intellectual impairment, hearing/speech/visual impairments, autism, traumatic brain injury, mental health conditions, and learning disabilities

Requires countywide 9-1-1 systems to access the database and share disability information with law enforcement, EMS, and firefighters responding to emergency calls

Adds the Department of Developmental Disabilities as a partner agency required to post the verification form online and conduct public outreach about the database

Requires new fields on the verification form including residential address and telephone number of registrants

Officially names the legislation "Keith's Law"
