Amends Ohio Revised Code section 2301.27 to reclassify all positions within county probation departments from classified civil service to unclassified civil service status

Expands the change to explicitly include probation officers in the juvenile division of courts of common pleas, who were previously exempted from classified service requirements

Maintains existing requirements that chief probation officer positions must be publicly advertised, filled through competitive hiring processes adhering to equal employment opportunity laws, and candidates must meet qualifications prescribed by the adult parole authority or department of youth services

Preserves all other provisions governing county probation departments, including multi-county joint departments, contracted probation services, officer training standards, and authorization to carry firearms
