Requires gas, natural gas, water, and electric companies (both for-profit and non-profit) to itemize residential utility bills with separate line items for distribution, generation, transmission, and supply costs

Mandates that all riders and charges beyond basic utility costs be separately listed on customer bills

Requires all taxes and governmental fees to be itemized as distinct line items

Each itemized charge must show the specific dollar amount apportioned to the customer for that billing period

Enacts Ohio Revised Code section 4933.30, officially titled "The Consumer Utility Billing Transparency Act"
