Health care providers must ensure parents/guardians have access to their minor child's electronic health records to the fullest extent permitted under HIPAA and Ohio law

Providers cannot require a minor's authorization before parents access records for care the parent already consented to

Providers must annually inform parents about circumstances where minors can receive care without parental consent (citing specific Ohio Revised Code sections) and that records from such care cannot be disclosed without the minor's authorization

At each annual well visit, providers must offer minors the opportunity to provide general, ongoing written consent for parent/guardian access to records regarding care the minor consented to independently

Annual notification requirements do not apply to episodic, emergency department, or urgent care visits where no ongoing provider relationship is expected
