Repeals Ohio Revised Code section 5122.04, which currently allows minors to consent to their own mental health treatment without parental involvement

Requires mental health professionals to obtain consent from at least one parent, legal custodian, or guardian before diagnosing or treating a minor for any gender-related condition

Mandates school districts obtain parental authorization before providing any health care services (physical, mental, or behavioral) to students, with exceptions for emergencies, first aid, and IEP-related services

Removes references to section 5122.04 from multiple existing statutes governing hospital communication with child welfare agencies, health information exchange disclosures, and school district disclosure requirements

Updates health information exchange laws to no longer recognize minors' independent consent to mental health services as a basis for restricting disclosure of protected health information to parents
