Exempts providers of "behind-the-meter utility services" from regulation as public utilities, including those offering advanced energy resources, electric service, EV charging, and electricity resale to tenants based on metered consumption

Defines behind-the-meter utility service as services provided after a public utility's metered point of delivery, including billing services for electricity, natural gas, or water resale by landlords to tenants

Prohibits the Public Utilities Commission (except for safety/reliability reasons) from allowing utilities to position meters in ways that block behind-the-meter service providers from operating

Caps electricity resale prices to tenants at no more than what the local electric company would charge residential customers for standard service

Authorizes the PUCO to establish biennial registration requirements for behind-the-meter providers with fees up to $200, and allows forfeitures up to $100 per violation for noncompliance after a 60-day cure period
