Establishes a program through the Ohio Department of Job and Family Services to replace SNAP benefits stolen through electronic theft methods including card skimming, card cloning, phishing, and scamming occurring on or after December 21, 2024

Limits replacement benefits to the lesser of the amount stolen or two months of the household's monthly allotment, with households eligible for replacement no more than twice per fiscal year

Requires households to apply within 90 calendar days of the theft or notification, with county departments required to review requests and make eligibility determinations within 30 calendar days

Appropriates $17 million from the General Revenue Fund for fiscal year 2026 to fund the SNAP Replacement Benefits program, with unused funds eligible for reappropriation to fiscal year 2027

Provides an administrative hearing process for households to appeal denied claims or disputed replacement amounts within 90 calendar days of receiving the county department's decision
