Creates a regulatory relief division within the Common Sense Initiative Office to administer a universal regulatory sandbox program allowing businesses to test innovative products and services without obtaining otherwise-required state licenses or authorizations

Establishes an 11-member advisory committee (6 business representatives, 3 state agency representatives, 1 senator, 1 representative) to review applications and make recommendations on sandbox admissions

Grants sandbox participants a 5-year demonstration period to test offerings, with up to three 12-month extensions available; participants are exempt from enforcement of waived state laws during this period but remain subject to criminal prosecution and consumer restitution claims

Excludes beer, wine, and motor vehicles from the program, and prohibits waiver of state or local taxes; requires participants to make specific consumer disclosures about the experimental nature of offerings and maintain quarterly reporting to the division

Requires annual reporting to the General Assembly on program activities, participant cost savings, consumer outcomes, and recommendations for permanent regulatory changes
