Amends Ohio Revised Code section 3313.601 to change the daily moment of silence in schools from permissive ("may") to mandatory ("shall") for all school district boards of education

The moment of silence may be used for prayer, reflection, or meditation upon moral, philosophical, or patriotic themes

Students cannot be required to participate in the moment of silence; participation remains voluntary

Teachers retain the ability to provide reasonable periods of time for moral, philosophical, or patriotic activities in their classrooms, with student participation exemptions for religious convictions

School boards are prohibited from adopting policies that establish religion or prohibit students' free, individual, and voluntary religious expression
