Creates the Ohio Israel Trade and Innovation Partnership to study bilateral trade, investment, business and academic exchanges, infrastructure investment, and emerging technology opportunities between Ohio and Israel

Partnership consists of 14 members: 3 state senators, 3 state representatives, 8 governor-appointed members representing higher education, business organizations, and Jewish communities, plus 3 ex-officio members (chancellor of higher education, director of development, lieutenant governor)

Members must be appointed within 90 days of the effective date; legislative members serve 2-year terms, governor-appointed members serve 4-year terms

Members serve without compensation but may be reimbursed for expenses incurred in performing their duties

Partnership must issue an annual report of activities, findings, and recommendations to the governor, senate president, and house speaker, with the first report due within 15 months of the effective date
