Amends Ohio Revised Code section 4301.69 to lower the mental state required for property owners/occupants from "knowingly" to "recklessly" when allowing underage persons to possess or consume alcohol on their premises

Property owners/occupants can be held liable if they recklessly allow underage drinking, rather than only when they have actual knowledge of it

Exceptions remain for underage persons supervised by a parent, adult spouse, or legal guardian who is present during consumption

Property owners are not liable for violations committed by lessees unless the owner authorizes or acquiesces to the lessee's conduct
