Exempts ABLE account funds from Medicaid estate recovery claims unless required by federal law, removing previous restrictions that tied this protection to federal Internal Revenue Code limitations

Allows the STABLE Account Program Advisory Board to conduct meetings via interactive video conference or teleconference, with members permitted to participate remotely while still counting toward quorum and voting

Classifies all ABLE account information obtained by the Treasurer of State as confidential and exempt from public records disclosure under Ohio law
