Creates the Child Care Cred Program within the Ohio Department of Children and Youth, splitting child care costs three ways: 40% employee, 40% employer, and 20% state (subject to available funds)

Limits eligibility to Ohio residents with family income at or below 400% of the federal poverty line, whose employers select them to participate

Requires child care providers to be licensed or certified but does not require participation in the Step Up to Quality program

Employers may voluntarily cover some or all of an employee's 40% share in addition to their own contribution

Appropriates $10 million from the General Revenue Fund for fiscal year 2026, with $0 allocated for fiscal year 2027
