Requires the Ohio Department of Education and Workforce to conduct annual online staffing surveys of school districts tracking vacant positions, positions filled by unlicensed individuals, long-term substitutes, retired teachers, and alternatively licensed teachers across categories including teachers, psychologists, counselors, nurses, and social workers

Authorizes the department to provide cost-of-living stipends and need-based test fee waivers or reimbursements to student teachers during their required student teaching period

Permits public school districts, community schools, STEM schools, and educational service centers to pay student teachers at least minimum wage and offer them health care benefits on the same terms as licensed teachers

Allows state colleges and universities to waive all or part of tuition for students during the academic period when they are completing required student teaching

Mandates the Department of Job and Family Services to add teachers to Ohio's official list of in-demand jobs, regardless of standard methodology criteria
