Modifies notification timelines for excavation work from 48 hours to at least two working days (not including notification day) but not more than 16 calendar days before commencing excavation

Eliminates "limited basis participation" option for utilities in protection services, requiring all utilities with underground facilities to fully participate in protection services and their affiliated positive response systems

Expands definition of "excavation" to exclude certain low-impact activities in public rights-of-way, including asphalt milling up to six inches, utility pole inspection to 12 inches, grass/wildflower tilling to four inches, temporary signage placement to four inches, and localized pavement repairs outside municipal corporations to 12 inches

Requires utilities to mark underground facilities within at least two working days of receiving excavation notice and report to the protection service's positive response system, with failure to respond deemed as notice of no facilities at the site

Adds surface mining operations under Chapter 1514 to the list of activities excluded from excavation requirements, joining coal mining and reclamation operations already exempted
