Creates an "escaped convict alert program" in Ohio to help identify and locate individuals who escape from jails, workhouses, or correctional institutions while incarcerated for or awaiting adjudication of felony offenses

Authorizes law enforcement agencies to activate the alert program for the surrounding area or region when they receive notice of an escape involving a person convicted of, pleaded guilty to, or charged with a felony

Preserves the ability of local or regional alert programs to operate with different activation criteria

Provides liability protection for radio stations, television stations, and cable systems (and their employees) participating in the alert program for any damages related to broadcasting or failing to broadcast alert information

Prohibits use of the federal emergency alert system under this program unless separately authorized by federal law
