Creates new crime of "masked harassment" (first-degree misdemeanor) for purposely harassing, intimidating, abusing, or threatening another person while wearing a mask or face-concealing device to cause fear of physical harm or mental distress

Expands criminal trespass to include knowingly entering property with purpose to harass, intimidate, abuse, threaten, or cause mental distress (first-degree misdemeanor)

Establishes new "aggravated riot while masked" offense (fifth-degree felony) for participating with 4+ others in disorderly conduct while concealing one's face; elevates to third-degree felony if intent includes committing an offense of violence

Requires mandatory additional 1-year prison term for any felony conviction where the offender wore a mask, disguise, or otherwise concealed their face during commission of the offense, to be served consecutively

Applies mask-related sentencing specifications to juvenile delinquency proceedings, allowing courts to commit youth to Department of Youth Services for up to one year for the specification
