Expands the Ohio Parenting and Pregnancy Program to serve pregnant women, parents or relatives caring for children up to five years old (increased from twelve months), and individuals who may become pregnant

Requires participating entities to offer at least four services from a specified list including: baby supplies, counseling on all pregnancy options (childbirth, abortion, adoption), health care through licensed professionals including contraceptives, sexual education covering abstinence and contraception options, and parenting classes

Removes restrictions that previously prohibited participating entities from being involved in abortion-related activities, including providing abortion counseling or referrals

Requires funded entities to submit annual reports detailing services provided and the percentage of funds used for services, health care, and administrative costs, with reports made publicly available on the Department of Health website

Renumbers section 5101.804 to 5101.91 and removes the program from the list of Title IV-A programs funded through the federal Temporary Assistance for Needy Families block grant
