Transfers certain functions from the Auditor of State to other entities, including deed preparation duties to the Department of Administrative Services and certificate issuance for continuing education to professional associations (Ohio Township Association, Ohio Municipal League, Ohio Recorders' Association)

Repeals sections 4115.31-4115.36 related to qualified nonprofit agency purchasing requirements, consolidating references to sections 125.60-125.6012 instead

Increases population threshold for village dissolution proceedings from 150 to 500 persons and removes the two-square-mile geographic requirement for eligibility
