State and local government entities administering public benefits must verify immigration status of non-citizen applicants using the federal SAVE (Systematic Alien Verification for Entitlements) program

Counties, townships, and municipal corporations found by the Attorney General to be non-compliant with immigration cooperation requirements lose eligibility for state homeland security funding and face a 10% reduction in monthly Local Government Fund payments

Local governments are prohibited from adopting "sanctuary" policies that restrict employees from inquiring about immigration status, sharing immigration information with federal agencies, or complying with federal immigration enforcement requests

Declared an emergency measure for immediate effect; withheld Local Government Fund payments are transferred to the public safety - highway purposes fund for State Highway Patrol enforcement activities
