Prohibits state agencies and political subdivisions from using public funds to disseminate government publications that reference clearly identified candidates during the 30 days before an election

Prohibits government publications referencing levies, bond issues, or agency/subdivision finances during the 30 days before an election where such measures appear on the ballot

Defines "government publication" broadly to include notices, advertisements, brochures, flyers, mailers, newsletters, emails, and internet articles communicating government information to the public

Exempts official websites if they referenced the candidate or ballot issue before the 30-day pre-election window, as well as legally required notices and non-public correspondence

Violations are treated as illegal public fund transactions benefiting candidates or political committees, subject to penalties under existing election law (Section 3599.40)
