Amends Ohio Revised Code sections 4905.02 and 4905.03 to classify "submetering companies" as public utilities subject to regulation by the Public Utilities Commission of Ohio

Defines submetering companies as entities that resell or redistribute electric, gas, sewer, sewage disposal, or water service to end-user consumers using submeters at individual service points within buildings or facilities

Creates an exemption for landlords, condominium associations, and property owners who use submetering solely to allocate and bill utility costs to tenants without reselling or redistributing the service

Applies to submetering companies operating as third-party providers or on behalf of property owners when the underlying utility service comes from regulated utilities, customer-owned utilities, or municipal utilities
