Ohio Department of Education and Workforce must develop a model "success sequence and character education" curriculum by January 1, 2026, for grades 7-12 teaching the value of finishing high school, working full-time, and getting married before having children

Curriculum must include instruction in 15 character traits including trustworthiness, responsibility, respect for parental authority, respect for lifelong marriage, sexual abstinence outside of marriage, patriotism, and religious faith

School districts must implement the curriculum beginning with the 2027-2028 school year and consult with a committee of parents, educators, and community leaders when developing their local version for department approval

School boards may allow third-party after-school programs on school premises that provide philosophical, historical, traditional, or religious justifications for the success sequence and character traits, with student participation requiring parental consent

Department must report annually to state officials on the impact of the curriculum on student discipline and academic achievement, and may accept federal or private funds to assist districts with implementation
