Requires all municipal corporations and townships in Ohio to provide firefighting services and emergency medical services within their jurisdictions, either directly, through districts/joint districts, via contracts, or other authorized methods

Creates the Fire and EMS Shared Services Reimbursement Grant Program administered by the State Fire Marshal to help local governments transition to shared service arrangements

Eligible expenses for reimbursement include costs of joining districts, regional councils of governments, or entering contracts, plus equipment, training, and personnel expenses incurred within one year of joining

Grants reimburse 50% of eligible expenses up to $100,000, with each township or municipal corporation limited to one reimbursement under the program

Applications must be submitted between one and two years after joining a shared service arrangement; the law takes effect January 1, 2026
