Requires all iron and steel products used in state-funded construction projects to be produced in the United States, expanding coverage to include highway improvements and utility infrastructure (water works, sewage disposal)

Defines "iron or steel products" broadly to include pipes, fittings, bars, rods, wire, castings, hydrants, transmission poles, tanks, valves, structural steel, and materials within precast concrete

Establishes that "produced in the United States" means all manufacturing processes from initial melting must occur domestically, and "made primarily of iron or steel" means greater than 50% iron or steel by cost, volume, or weight

Imposes civil penalty of 1.5 times the purchase price of non-compliant iron or steel products, with collected penalties distributed to local school district general funds

Allows limited exceptions for bridge projects when foreign iron/steel costs do not exceed 0.1% of total contract cost (or $2,500, whichever is greater) or when domestic materials are not produced in sufficient quantity
