Creates the Ohio Health Care Plan to provide universal health coverage to all Ohio residents and individuals employed in Ohio, administered by a new Ohio Health Care Agency under a 15-member Ohio Health Care Board (14 elected regionally plus the Director of Health)

Establishes a comprehensive benefits package with no copayments or deductibles, covering inpatient/outpatient care, emergency services, mental health, prescription drugs, dental, vision, hearing, rehabilitation, home health, and medical transportation

Divides Ohio into 7 geographic regions, each with a Regional Health Advisory Committee that elects board members and handles consumer/provider complaints through hearings and dispute resolution

Funded through new taxes: employer payroll tax (up to 3.85%), business gross receipts tax (up to 3%), income tax of 6.2% on compensation above Social Security wage base, and 5% tax on adjusted gross income exceeding $200,000, plus federal waivers sought for Medicare, Medicaid, and CHIP funds

Provides up to $60,000 annually for two years to workers displaced from health insurers due to the plan's implementation, caps administrative costs at 5% of the system budget, and requires a two-year transition period with a Transition Advisory Group
