Classifies violations as strict liability third-degree felonies, with mandatory 36-month prison sentences and fines of at least $500,000

Defines "pollutant" broadly to include aerosols, chemicals, particulates, radioactive materials, biologic agents, electromagnetic fields, and numerous other substances
