Requires the commission to establish a defense business incubator with laboratory space, workspaces, and a SCIF to support startup and early-stage defense technology companies

Mandates monthly commission meetings and an annual report to the governor and legislative leaders by December 31 each year detailing activities, findings, and recommendations
