Prohibits districts from rejecting open enrollment applicants based on residential address, race, gender, religion, or socioeconomic status

Creates an appeals process allowing parents to challenge denied applications to the Department of Education and Workforce, which must respond within 90 days

Mandates districts report annually to the department the total number of open enrollment applications received, accepted, denied, and reasons for denials, with data published on the department's website

Prohibits districts from charging transfer students tuition or fees exceeding what students assigned to that school pay
