Doubles the cap for civic organizations taking over Memorial Day services (when veterans posts are extinct or unable) from $100 to $200

Requires organizations to apply no more than 120 days before Memorial Day and file a sworn expenditure statement within 60 days after

Allowable expenses include local or countywide observances, mapping and decorating veterans' graves, and related incidental costs

Organizations failing to file required accounting statements become ineligible for funding the following year
