Designates August as "School Bus Safety Awareness Month" and creates a school bus safety fund in the state treasury funded by fines collected for violations of passing a stopped school bus

Increases penalties for passing a stopped school bus: first offense fines of $250-$1,000 (or $150 with completion of safety course), second offense within five years carries $350-$2,000 fine plus mandatory safety course and class five license suspension

Establishes a school bus safety grant program administered by the Department of Education and Workforce, with $10 million appropriated in fiscal year 2026 to fund safety features including external cameras, crossing arms, collision avoidance systems, LED lights, and seat belts

Requires deputy registrar offices and driver examination locations to display graphics instructing drivers to stop for school buses, and mandates the BMV provide summaries of school bus stopping requirements when issuing license plates or driver's licenses

Adds 2-4 points to driver records for school bus violations based on prior offenses, allows school bus camera footage to corroborate (but not solely establish) violations, and prohibits automated enforcement using camera equipment
