Defines "severe adverse effects" as death, infection requiring hospitalization, hemorrhaging requiring hospitalization, organ failure, or sepsis

Directs the Ohio Director of Health to determine which drugs meet the 5% threshold, consulting with the Superintendent of Insurance and executive directors of the Board of Pharmacy and State Medical Board

Requires determinations to be based on insurance claims, patient reports to healthcare professionals, and FDA data, using whichever data source shows the greater adverse effect rate

Mandates the Department of Health to maintain and publicly publish a list of qualifying drugs on its website
