Establishes parental rights to equitable access to evidence-based medical care, behavioral health care, and hygiene care (including public/school bathrooms and menstrual products) for their children

Guarantees parents' rights to educational opportunities that are reflective of and inclusive of all students, and respects children's freedom of speech and expression

Protects children's right to behavioral health confidentiality in support of their health and safety

Repeals 11 existing Ohio Revised Code sections, including sections related to parental notification requirements (3109.054), restrictions in Chapter 3129, school policies (3313.473, 3313.5320, 3319.90), and higher education provisions (3345.562, 3345.90)

Removes compliance requirements with sections 3313.473 and 3319.90 from community school and STEM school contracts
