Establishes a one-time grant program administered by the Director of Children and Youth (with assistance from the Director of Natural Resources) providing up to 75% reimbursement to local governments for acquiring, developing, or rehabilitating outdoor spaces, parks, playgrounds, pools, splash pads, and recreation centers.

Eligible applicants include townships, villages, cities, counties, park districts, joint recreation districts, and conservancy districts that hold title or a non-revocable lease of at least 15 years to the property.

Applicants receive priority if they include plans developed with nonprofit partners for play area capacity expansion or plans to develop a "learning lab" (educational space for skills training, health/wellness education, or technology training).

Appropriates $10,250,000 per fiscal year for FY 2026 and FY 2027, with $10,000,000 annually designated for recreation space grants and $250,000 annually for establishing learning labs in recreation centers.
